Turns out I hadn't noticed the slight difference in the policy file 
format re the grant statements. (I just copied my old grant statements 
in to the local jspwiki.policy).

It's also possible I didn't completely have the role names right in 
web.xml...I'm not using the default role names, so I may have missed 
something there originally.

So now I have 2.4.103 and 2.5.107 running nicely beside each other 
against the same jdbc wiki repository!  Very good for comparing the two.
