Hm...  Try setting java.security.auth.login.config manually at  
startup to see if that helps.  Also, it would be good to know what  
your log file says on what it thinks the jspwiki.policy file is that  
it is reading.

There have also been some reports on 2.4 having issues with wiki  
names that have spaces in them, so check that too.  2.5 is not  
susceptible to this anyway.
