I have installed JSPWiki v2.4.102. on both a windows server platform and on
a Linux (Ubuntu) platform.
You should be able to login and see the changes to the user database. Try to
get that to work before you
go changing the policy file. Oh and I wouldn't advise changing the xml files
:-)

If I were you, I'd  clear Tomcat's work directory on the server and remove
the webapp. Personally, I suggest allowing only working versions on the
server. I'd download and install a fresh copy of  v2.4.102. on localhost and
login as the first thing I do. When that works, deploy it to the server. If
that doesn't work see the log file and record your steps and send them to
me.

Unless you are running an intranet solution, you really should understand
security issues before going public.
Yes, it would be fine to track down the previous bug but you can do that
after you get the login function running.
