I won't answer for the JSPWiki experts, but that sounds to me like
a Tomcat misconfig; check that you don't have an appBase pointing
to the same location as a docBase.

Also, how are you configuring this Context? via META-INF/context.xml
or with an explicit file added to $CATALINA_HOME/conf/Catalina/${host}/?
Or (hopefully not!) with Context elements in server.xml?
