The policy file.  Please read the documentation.

There are no other ways.  Frankly, I - and I suspect that others too  
- don't quite understand what your issue really is.  It sounds to me  
that you are trying to fit a square peg in a round hole :-).  In that  
case, you do not need a wiki but something else.
