If you really are sure nobody else can get access, then go to the  
jspwiki.policy file, and give the Anonymous user "AllPermission".   
After that, *every single person or bot* who comes to the site has  
access to everything.

See the example towards the bottom of the jspwiki.policy file which  
gives AllPermission to an Admin user.
