Hmm, I noticed in your original email you had mentioned "JSPWiki
2.5.103", did you mean you are using JSPWiki 2.4.103 instead?
FCKeditor will only work with a 2.5.x version of JSPWiki.

I just did a fresh install of the 2.5.124 beta and FCK works fine for me.
