RSSViewer Plugin

We're attempting to use the RSSViewer plugin with JSPWiki 2.5.124. We'd like
to see our feed refreshed every so often and the documentation seems to
imply that setting the ttl value to '1' will cause that to happen every
minute. However, this is not the behavior that we're seeing as the RSS feed
will only refresh if we restart Tomcat. We're using RSS2.0. Any guidance
anyone can give us would be much appreciated.
