Thanks for doing this investigation. I managed to get the IBM JDK and make it work with jswat by adding an extra -Xnoagent flag to the java arguments when invoking Tomcat. I guess it maybe an IBM JDK/JRE specific tag since it's not in the default Tomcat's catalina.sh script. Thus, the default script doesn't work. This may make it to the faq item though.
