RFE: Toggle Breakpoint menu??

3.1 on 1.5.0_05 on win2K

it's disconcerting that the pop-up menu from a source line comes up
in seemingly random order, both the sub-menus and their lines.  is there
setting for this that i can fix?  nothing was obvious.
