just a couple of suggestions.

First, using tcp only, should be fine if both peers are on your  
laptop, or are on the same subnet. It sounds like you've correctly  
set up the server peer to be a rendezvous. What you also need to do  
is set the client to use that rendezvous, by adding the IP address to  
the list of rendezvous seeds in the client configuration UI. I'm not  
100% sure, but in the past I've found it necessary to use the actual  
local IP (probably 10.0.1.x or whatever) rather than the loopback  
address (127.0.0.1). To prevent the client looking outside for a  
rendezvous, remove the default seeding URIs from the list.

If you are trying to run both peers on the same machine, you have to  
run them each from different working directories, and change the  
ports for the tcp transport so they don't match. If using two  
different machines, no need to worry about that. To set the working  
directory, use -DJXTA_HOME=yourpath on the command line.

This diagram, recently updated by Mohamed, is quite useful for  
learning your way around the configuration UI, IMHO. It has notes on  
each field with hints about when and how to use it properly for  
configuring either an edge or "super" peer:
