Create my own peer group

hi all,
   I want to create my own peer group with the same services attached to each 
peer group member. I do so as follows.
   The first peer is responsible for creating the peer group and other peers 
just join the group, is it correct? or if each peer creates the same group, 
then will there be many duplicates?
   I have some services that belong to each peer group member. If they are 
started when the group is created, then would other peers have these services 
automatically after joining the group?
