Reliability library documentation

Hello,

I have seen references in the programming guide to a reliability
library that provides a message based interface with delivery and
sequencing guarantees. Is there any documentation for the library
interface? Does it provide message chunking?

For my project I'd like both chunking and sequencing without using a
stream interface. Is it possible? Anyone have any pointers?
