Custom advertisements can only be processed by those nodes which have 
registered an instantiator for the custom advertisement. Which basically 
means remotePublish does do any good, unless the receiver has a binding 
for the advertisement. However this does not preclude it from being 
discovered provided the appropriate indexes are defined, and the 
originating peer(s) exist on the network.
