if multicast is not routeable between physical networks, then a 
rendezvous peer, or a peer which part of both networks will be needed to 
facilitate bootstrapping of 2 networks.  Or if both peers know enough (a 
peer, route, or access point advertisement) about another peer within 
the remote network to direct a query to.
