Could not find the main class

I have downloaded the "jxta-shell-2.3.7.zip" from http://www.jxta.org. but when i clicked jxta.exe to install ,the error called "Could not find the main class:the program will exist" happened.What`s the problem? I have installed JDK1.5 in my computer.
