I switched to operating all the peers on a subnet in my apartment and then
did as you suggested; deleting the cache without wiping out the
ProfileConfiguration seems to do the trick, thanks..I thought I had tried
that before but I guess I was mistaken.

Are there any disadvantages to doing this though?  Seems like a bit of a
hack.  For instance, if you discovered rendezvous peers not part of your
original bootstrap seed list during your last session, won't deleting the
cache wipe out the stored information on the additional rendezvous peers?
