Correct.  The cache can contain old entries from previous runs, and
depending on the nature of the previous runs (e.g., highly experimental
network activities), the cache contents can lead to confusing app
behavior.

I always clear the cache before starting a new app instance.  If you
are highly confident you know what's in the cache, you may get to the
point where you can run with an old cache.

To examine the cache without starting JXTA, you might consider some of this
