Yes, as far as I can see, that's it exactly.

If you put the build.properties file in there, then try to build a Keel
project, it will either find the files online (from keelframework.org),
in which case that's the right home directory, or if it doesn't then my
statement above is wrong. From what I can tell (not having a handy
windows machine), it's a different dir on Win98 than it is on XP and 2K
variants.
