there could be an issue with XML entities... didn't try this with VEX,
but other editors I tried had the following behaviour: you can open a
docbook document which contains references to other XML chunks, it
renders the content with a CSS stylesheet; but if you try to save the
document everything is merged into one single document.

I solved this problem for one of my projects with XInclude... can tell
you more if needed. In short: I can use VEX almost like a wiki. The only
"inconvenience" is that you have do some additional setup steps to
enable XInclude in Xerces... and you need Xerces 2.6.2.
