I think I see why the webapp wasn't building: I had not yet checked in
many of the project.xml's that now have a "properties" section near the
end. As a result, many modules are not (as far as the plugin is
concerned) going to have "client" stuff in them. 

Also, the module name change (keel-clnt-struts/clnt-struts) caught me
too. I'm fixing both of these now, and will post when I have the war
building correctly again. Your suggestion for the src/webapp idea would
eliminate the second of these problems, which would be good.
