Yes: when you open directly a file with some editor, it seems that 
Windows does keep locked the directory of this file, even if the file is 
no more open and even if the editor is closed (really closed, that is 
from the task manager!).
But as far as I tested you don't need to remove the entire cache 
directory, but only the ".cache" files. Then Maven rebuilds only these 
files but not all the plugin directories (and then doesn't need to 
relaod all the jar files...).
