Got it to work.  For anyone interested, had to copy 
xdoclet-persist-module-1.2.2.jar, created by running ant on the 
tool-xdoclet directory, to my 
/home/gmccullough/.maven/repository/keel-xdoclet/jars/

i'm sure this will be automated someday, sorry I'm creating so much 
noise.  I checked the fix into CVS, it should be uploaded to the keel 
repository the next time someone that knows what they're doing builds it.
