build problem, no such resource in classpath

Still trying to get my project to run.  After I get my
app module to build, and then build a war and deploy,
I get this in the server log:

[KeelContainer] FATAL: No such resource as
us/ok/state/occa/casemgmt/model/oscn/updates/ProcessCirculation.meta
in classpath
[KeelContainer] This probably means the meta
collection process did not complete successfully on
this application
[KeelContainer] Try re-building this application

Have rebuilt several times.  In my app module, under
target/classes/path/to/class, the file
ProcessCirculation.meta exists.  Can someone let me
know whats going on?  Would my project.xml help?
