Proposition:
- remove "body {behavior: url(csshover.htc));}" from any of the css files
- create a file csshover.jsp in 
app-personality/src/webapp/personality/include with

<jsp:directive.page language="java" />
<jsp:directive.taglib uri="http://java.sun.com/jsp/jstl/core" prefix="c" />
body {behavior: url(<c:url 
value="/personality/scripts/csshover.htc"/>));} /* Win IE behavior call */

- in each file using css menu, add

<style>
        <c:import url="/personality/include/csshover.jsp"/>
</style>


It's a little uggly but:
- it works
- css validation now are ok with the css files
