In a first step, I want:
- to stay as close as possible of the present code,
- to get a default solution that doesn't need any specific tool,
- to get some i18n that  works with keel

 From which I chose to keep properties files, either with 
ResourceBundle, JSTL tags or Struts tags.

But in a second step, to be able to use a database would be "a nice 
thing to have".
