[Keelgroup][ANN] Navigate and dynamic parameters

I've updated app-navigate to allow configuration of a parameter(s) that 
will be parsed at runtime and have values inserted.

example config:

<menu title="Docket" model="occa.seq.listDocket" 
parameters="&amp;caseMasterId=${caseMasterId}"/>

At runtime, the ${} token will be evaluated to see if there was first a 
request parameter with the token name, and second, an Output in the 
response with the token name.

If anyone sees anything wrong with that, please let me know (by way of 
the list please =0)
