maven-keel-plugin versions 1.2.13 and 1.2.17 (mailcap issue)

I am using the maven build process with plugin 1.2.13 and had the issue with mailcap not being copied over during build.
 
I saw that a fix was checked in to correct this, went and got 1.2.17, installed and tried to rebuild (nothing changed)... the struts-config is not built properly with the new plugin!!!  (the global forwards from my project are placed outside the </struts-config> tag)
 
Was there another build post 1.2.13 that just had the mailcap fix in it?
