Service API breakouts ready

Hi All:

I've been working for a while now on breaking out the APIs for the
various services from keel-core, and have them all ready to go now.

I'm going to release all of the jars for each of the api modules first,
then check in keel-core 5.0, which has the apis for all services
removed.

Instead of getting the APIs (and necessary jars) for *all* services with
keel-core, now you'll be able to "pick and choose" by including the API
module for the services you want and need, and leaving out the rest.

This should also make updates to APIs easier, as the entire keel-core
(and the attendant "ripple effect") doesn't need to be updated.

If this derails anyone, please yell now!
