Why is the .pom file not found?

When I run maven (plugin 1.2.18)  it comes back with

keel:check-environment:

    [java] [KeelMavenTool] WARNING: Unable to locate app-crud-2.1.1.pom in 
any known repository. Unable to check its dependencies.

This happens even though the pom file is in

http://www.keelframework.org/maven/keel/poms/

and I have added (to make sure I cover all bases) the following to my 
build.properties in my home directory:

maven.repo.remote=http://www.keelframework.org/maven,http://www.keelframe
work.org/maven/keel,http://www.keelframework.org/maven/keel/poms,http://www
.apache.org/dist/java-repository <etc>
