Select Schema Menu Item

Greetings.

I was earlier attempting to remove this from the menu when people were not logged in, or not logged in with enough privileges to access the Schema List directly.  A solution was posted to the Developer List, but I can't seem to find it.  And I was pulled of this issue at that time before I could implement the posted solution.

So if someone would be so kind as to repost the solution, it would be appreciated.

CC'd to the UserGroup list, as I am sure I am not the only one who has/will run across this issue.
