I had left out svc-authorization-persist

sorry(sheepish look).  I had moved machines, and just copied my files
over.  Then did a refresh of keel-build, but default-deploy.properties
doesn't include svc-authorization-persist, and after doing a clean,
neither did my files.  kinda strange, but it works now.
