Update to Build System (CAUTION)

Good Morning All:

For some time there has been an ongoing effort to improve Keel's build system, and a few of us have been working on a new structure that can found currently in the "scratchpad" module in CVS. 

Doc for this new build system can be found in the "NewBuildSystem" topic in the Wiki documentation.

It's time to get this new system into "regular" CVS, and we'd like to start this process today. As everything gets cleaned up and tested this may mean you find CVS in a non-consistent state for a day or so, although we'll minimize this time as much as possible. If you are using Keel from CVS and want to avoid the disruption, just don't update for a day or so until we sound the "all clear" :-)

Any and all input on the new build system is appreciated - please feel free to insert questions in the Wiki page or post them here!
