axis deployment

I am using the clnt-axis thats in CVS.  After checking that out of CVS into my
KEEL_HOME, I went and looked at the example ant.properties file for clnt-axis in
the keel-build directory.  I change the ant.properties file in my PROJECTS
directory to be similar.  I have attached the file here.  My application works
fine when using clnt-struts.  

After making the change running clean, and build-all though is where I am
stuck.
 I see that axis is installed (i ran completeinstall again to download), and
can get to happyAxis.jsp.  I even see axis' files in my PROJECTS/webapp
directory.  But in the webapp directory, none of the other application files
are there.  Like app-navigate or my own app.  Also, the ModelService isn't
deployed under axis.  

Is there something else I need to configure to get clnt-axis working other than
what is mentioned in the example ant.properties file?
