I struggled a bit with similar issues when I started with keel. Since
you were working with the version 2.0 prior to this, not sure if you
started clean after that. I bascially started afreash. Removed all my
old keel 2.0 and 2.1 directories. Got a fresh copy from cvs and started
the process as described in the "Please start here" page in the Main
Wiki. Also, did you get your tests working fine? It might make sense to
make sure that the "ant tests" tasks finishes successfully before going
ahead. I had to do a combination of "ant completeinstall", "ant
nonetinstall" and "ant-build-all" to get the "ant tests" to work
properly. Once that happened, things were much smoother.

After getting the setup right first time, you wouldn't have to change
it again so it is well worth the effort, I think.
