Are you using a proxy? Verify if you're able to at least connect to the HTTP port... telnet 66.105.113.115 80 at a command prompt. It should give you a blinking cursor when connected. GET / will return a response. If it can't connect telnet will fail with an error. If you cannot connect to the port, then it's a network issue somewhere in between.
