I just tested in Buenos Aires with no issues.  Both MSIE & Firefox work.

Are you using a proxy?  Verify if you're able to at least connect to the 
HTTP port...  telnet 66.105.113.115 80  at a command prompt.  It should 
give you a blinking cursor when connected.  GET / will return a response. 
If it can't connect telnet will fail with an error.

If you cannot connect to the port, then it's a network issue somewhere in 
between.  If you can connect to the port.. then, well, something 
different! ;-)

I tried without any firewall, with IE and FireFox, and each time I got the 
same result: the browser can't load the page.

I'm under Windows XP Pro, with a french configuration.

Any idea?
