App-fileservices for Keel 2.0 was originally designed to handle Video 
Clips (mpegs, etc), on a per user & per group basis.  Keel Security was 
upgraded at that time to help faciliate this.  Should be easy enough to 
set up for your needs?  Let me know if you have any questions.  I 
apologize for not getting all of the examples updated, or the 
documentation completed.  I kind of got re-assigned before I could finish.
