   I know that having to change the codebase in every
single jnlp startup file is a nuisance.

   However, I think adding Tomcat is worse because
it's quite a package and I try to keep the download
size to a minimum.

  One idea might be to patch the jnlp files
automatically with a script or to create a Nullsoft
Installer (Windows Only) that does it automatically
during installation.
