If you get a "free" commercial licence, then you'll be
able to redistribute Luxor according to the terms of
the commercial licence (which is to be negociated). 

If you get a "free" GPL licence, then you'll  be able
to redistribute Luxor according to the terms of the
GPL licence (which can be found on the web). 

That's it!

The commercial licence is here for those who need to
redistribute their work in a closed-source fashion
(and allow Gerald to get a financial reward for his
great job).

The copyright owner is free to redistribute his work
under any type of licence, as long as he does not
infringe on others' copyright. I've not gone through
all of luxor dependencies to see if there is any such
infringements, but I have not seen any up to now.

I don't see any inconsistencies in Gerald licencing.
The only drawback in Gerald's choice of GPL/commercial
dual licencing is that he probably won't include any
third party GPL libraries in luxor, since licencing
would become a far-too-tedious task (he would have
himself to get a compatible commercial licence for
each of them).
