  I think the trouble starts here:

   If you bundle your chrome into a jar you can't stow
it away in a subdirectory such as chrome\* but you
have to store your chrome in the top-level. 

   Let me know if it works on the top-level. Also note
that if you call XulMan.load() only the startup\*
directory tree gets loaded.
