It is a custom Ant 1.6 macro-def that he's using, built around the custom Grabber tag. See his description here: http://howardlewisship.com/blog/2004/05/maven-like-downloads-for-ant.html There's a bunch of functionality that Maven provides out-of-the-box that still needs to be scripted manually in Ant.
