"Content Assist" in eclipse

Can anyone tell me how I can get "Content Assist" to work for me in
Eclipse?  Do i need to download some other plugin?

Also, I seem to get an error if I try to view the "Help" in Eclipse -
something about "launching url http://127.0.0.1:1147/help/index.jsp
failed in mozilla". (Cant get it to work using any other browser
either..)

Can anyone help?
