Try #2:

Ok, so the search bean gets submited, and in your seach action this time 
you receive the serach form bean with search properties. (1st time you 
just forward to JSP)

Now you need to forward to displayEmployeListAction from your 
searchAction (page "should" submit to it's controller).
So you need to pass the data from one action to another.

If simple, put it in URL, if complex, put it in session (and clear 
session after you receive).
