Summary: System.loadLibrary() is replacing dll with empty file

Initial Comment:
If you call System.loadLibrary() and your current
Classloader is javax.management.loading.MLet, then the
dll you are trying to load will be replaced with an
empty file.

The problem is in the function loadResource(String,
InputStream).

If the filename passed into this function is the same
as the file for the InputStream, then the code ends up
creating an empty version of the file.
