Initial Comment:
MX4J uses two notification broadcasters: one for
listeners registered through addAttributeChangeListener
and one for listeners registered through
addNotificationListener

We need to ensure attribute change notifications are
sent to listeners registered using
AddNotificationListener. The simplest way appears to be
by using one broadcaster.
