Summary: ArrayType.isValue does not handle multidimensional arrays

Initial Comment:
When evaulating isValue(), ArrayType is treating
dimension as the size of a single dimension rather than
as the number of dimensions in the array. 

The attached patch implements isValue() by recursing
down the array structure checking that all elements are
either null or contain a value of the correct type.
