Summary: Parsing problems with MLet files

Initial Comment:
There are several problems parsing various mlet files
including handling unquoted argument values and telling
"CODE" from "CODEBASE"

The attached patch fixes these without changing the
code too much. It might be better at some point to
refactor this class completely to use a more natural parser
