Initial Comment:
The spec says that for CounterMonitor "their value is
always greater than or equal to zero." However, it does
not prohibit negative values and MX4J's behaviour of
emitting a THRESHOLD_ERROR notification is not
portable; for maximum compatibility we should allow them.

Users should stay away from negative values as the
behaviour of modulus and thresholds is undefined.
