Summary: SNMP Adaptor

Initial Comment:
As we all know that SNMP is the most widely used 
Network Management protocol. Our JMX should be able  
to easily integrate with other Network Management 
frameworks either home-grown or commercial. Hence it 
will be good if we add SNMP adaptor into our JMX 
implementation.

Seconded, it would be very nice to have snmp monitoring for tomcat w/o
jboss
