Summary: postRegister/Deregister exceptions incorrectly wrapped

Initial Comment:
Exceptions thrown by implementations of the
postRegister() and postDeregister() methods defined by
the MBeanRegistration interface should be wrapped with
a RuntimeMBeanException rather than an
MBeanRegistrationException.
